Public Call for Engagement of a Consultant for the Development of a Gender Equality Situation Analysis in the City of Gračanica and Preparation of a Draft Local Gender Action Plan

Centers for Civic Initiatives (CCI) announce a public call for the engagement of a consultant to develop a Gender Equality Situation Analysis in the City of Gračanica and to prepare a Draft Local Gender Action Plan (LGAP).

The engagement is implemented within the project “Women Lead on the Path to Peace and Security in Bosnia and Herzegovina,” supported by the United Nations Secretary-General’s Peacebuilding Fund (PBF), in partnership with the Ministry of Human Rights and Refugees of Bosnia and Herzegovina, and jointly implemented by UN Women, IOM, and UNFPA.

Purpose of the Engagement


The purpose of the engagement is to provide expert support to the City of Gračanica in the development of a new Local Gender Action Plan, given that the previous plan expired in 2025.

The consultant will prepare a comprehensive analysis of the state of gender equality in the City of Gračanica, including an analysis of the normative framework, data for at least three years across key areas, and consultations with relevant stakeholders, and based on this, prepare a Draft LGAP ready for submission to the City Council for adoption.

Objectives of the Engagement


The engaged consultant is expected to:

  • develop a comprehensive and analytically grounded assessment of the state of gender equality in the City of Gračanica,
  • ensure the document’s alignment with the Law on Gender Equality of Bosnia and Herzegovina, the Gender Action Plan of BiH 2023–2027, and relevant European standards,
  • enable a participatory process of document development through the inclusion of relevant stakeholders and target groups,
  • define strategic priorities, objectives, measures, and indicators,
  • prepare a high-quality and applicable Draft Local Gender Action Plan.

Scope of Work


The engagement includes:

  • planning and organizing the LGAP development process,
  • collection, processing, and analysis of quantitative and qualitative data,
  • analysis of the normative, strategic, and institutional framework,
  • stakeholder analysis,
  • leading a consultative process with institutions, civil society, and other relevant groups,
  • preparation of a gender-responsive budget analysis,
  • definition of strategic directions, priorities, objectives, measures, and activities,
  • elaboration of results, indicators, and implementation, monitoring, and evaluation mechanisms,
  • development and finalization of the Draft LGAP,
  • expert support during public consultations and preparation of the document for submission to the City Council.

Qualifications and Experience


Candidates are expected to have:

a university degree in social sciences,
at least 5 years of experience working on gender equality/gender-related topics,
proven experience in developing local or national gender action plans,
thorough knowledge of the Law on Gender Equality of Bosnia and Herzegovina,
familiarity with the Gender Action Plan of BiH and other relevant strategic documents,
knowledge of European standards in the field of gender equality,
experience in data collection, processing, and analysis,
experience working with local government, civil society, and citizens,
strong communication and facilitation skills.

Duration and Value of the Engagement


The engagement period is June – September 2026, and the location of engagement is the City of Gračanica.

The maximum available amount for this engagement is BAM 5,000.00, including all costs, taxes, and contributions.

Payment will be made in two installments:

  • 50% upon successful completion of the Gender Equality Situation Analysis in Gračanica,
  • 50% upon completion of the Draft Local Gender Action Plan.

Selection Criteria


Applications will be evaluated based on the best technical proposal for the lowest price, where:

  • the technical proposal accounts for 80% of the total score,
  • the financial proposal accounts for 20% of the total score.

Technical evaluation includes:

education and professional background,
experience in developing local and national gender action plans,
experience working on the Women, Peace and Security agenda,
quality of the methodological approach.

Application Procedure


The call is open to individual consultants or teams of consultants. In the case of a team application, it is necessary to clearly indicate the division of responsibilities, areas of expertise of each team member, and appoint a team coordinator.

Interested candidates should submit:

  • a CV with a detailed description of previous experience,
  • a motivation letter with an overview of the proposed methodology,
  • in the case of a team, a description of the team structure and division of tasks,
  • a financial proposal for the requested services.
