CCI ON AUDIT OFFICES’ RELEASE OF THE “FIRST PACKAGES” OF REPORTS NO ONE TO READ AUDIT REPORTS
The Centres for Civic Initiatives warn that the blockage in the formation of the government in BiH has seriously started to affect various aspects of the system's functioning, which in the end will have serious consequences for the lives of citizens.
One of them is inability of the FBIH and BIH parliaments to review and respond to audit reports.
We are, currently, in a situation where the audit reports for 2017 are not reviewed due to the failure to form parliamentary committees responsible for reviewing the audit reports or where there are no discussions with responsible individuals representing the subjects whose performance has received negative assessment or a qualified report.
And the Audit Offices are fulfilling their obligation and according to the schedule they are releasing and submitting the reports for 2018 to the parliaments.
This means that the FBiH and BiH parliaments are unacceptably late in performing one of their important functions – to control efficiency and legality of public institutions' spending of public money. This additionally expands the space within government institutions or within those controlled by government to get away with violations of laws and corruption.
The Centres for Civic Initiatives demand from all political actors to stop the politics of putting narrow political and personal interests before the interests of society at large. To stop blocking the system and to allow for government institutions to carry out their obligations set forth in the constitution and laws, including the obligation to review audit reports.
The Project “More Effective Public Audit for Less Corruption in Bosnia and Herzegovina” is implemented by the Centres for Civic Initiative with financial support of Sweden. The project aims to contribute to a more responsible expenditure of public funds to reduce corruption in the public institutions in BiH.
