...PARLIAMENTARY AUDIT COMMITTEE STILL NOT IN PLACE - ALMOST 2 YEARS WITHOUT DISCUSSION ON AUDIT REPORTS IN FBIH PARLIAMENT

The Centres for Civic Initiatives are welcoming the formation of the Budget and Finance Committee of the House of People of the Parliamentary Assembly of BiH, which has, after forming the exact same committee in the House of Representatives of the Parliamentary Assembly of BiH, created the conditions for the national parliament to act upon and proceed on the question of audit reports. There is expectation, of course, that in the coming period there will be serious, intensive and efficient work to try to compensate for at least some part of enormous backlogs to lessen the harmful effects caused by parliament’s underperformance during past period.

The CCI is nevertheless condemning the fact that the FBiH Parliament continues to work without a joint audit committee.

The last session of the FBiH Parliament audit committee was in February 2018 (13/02/2018). This means that there has been no discussion on audit reports in the Parliament of FBiH for almost two years, or, to be more precise, it has been 679 days since the Committee’s last session. And there will be no discussion until a joint parliamentary audit committee is formed in the FBiH Parliament.
The FBiH Parliament is unacceptably late in performing one of its vital functions --  to control the efficiency and legality of public spending.

THE CENTRES FOR CIVIC INITIATIVES regard this whole situation as unacceptable and call on all parliamentary parties and elected representatives to speed up the process of appointments to the parliamentary audit committee in the FBiH Parliament so that government can begin as soon as possible to perform one of its constitutional obligations – to control public expenditure.
The project “More Effective Public Audit for Less Corruption in Bosnia and Herzegovina” is implemented by the Centres for Civic Initiatives (CCI) with the financial support of Sweden. The project aims to contribute to a more responsible spending of public funds and less corruption in the public institutions in BiH.
