WHO IS FOR AND WHO IS AGAINST GREATER CONTROL OF PUBLIC MONEY SPENDING IN THE BRČKO DISTRICT OF BIH?

At the end of last month, the Centers for Civil Initiatives (CCI) sent a public call to the addresses of 27 parties and 4 independent candidates in the Brcko District of BiH regarding the improvement of the results of the public audit process and the establishment of greater control over spending .

Candidates are invited to state by the end of the election campaign whether they support the establishment of a more efficient mechanism for monitoring the implementation of findings and audit recommendations as well as the introduction of a system of sanctions for institutions and individuals who do not implement audit recommendations.

On this occasion, the CCI publishes the names of all candidates and parties that are not / have publicly accepted at establishing greater control of spending money of citizens by the institutions in Brcko District.

The deadline for candidates expired on October 10, and the public acceptance of a more active role in the process of improving the results of public audit and establishing greater control over citizens' spending by institutions was accepted by: Platform for Progress, SBB - Alliance for a Better Future, BH BLOK - Social Democratic Party of BiH and Our Party, Democratic Front, United Srpska, Party of Democratic Action, People and Justice, Serbian Democratic Party, Croatian Democratic Union 1990, Socialist Party, Together for Brcko - Social Democrats of BiH and Brcko Initiative, Party for BiH and independent candidate Admir Beganovic.

The following did not send their answers: Croatian Democratic Union of BiH, Alliance of Independent Social Democrats - DEMOS, Alliance for New Politics, Serbian Radical Party, Napredna Srpska, Peasant Party, Party of Economic Progress BD BiH, Democratic People's Alliance, Party of Democratic Progress, Fatherland Party, Croatia the Peasant Party, the Democratic Center of the RS, the BH Union of Social Democrats of BiH, the People's Democratic Movement, the Liberal Party of BiH, and independent candidates Ahmad Ikanovic, Sabira Mujkic and Mirnes Ferhatbegovic.

Namely, we consider the public statement of political candidates that they will support the improvement of the results of the public audit process in Brcko District to be an acceptance of a more active role in the audit process, and a public promise to advocate activities that will increase the implementation of audit recommendations.

The analysis of the public audit process in the Brčko District of BiH identified the need to establish a more efficient mechanism for monitoring the implementation of findings and recommendations given by the Office for Audit of Public Administration and Institutions in the Brčko District of BiH. In the four-year period, 1687 recommendations were sent to the audited institutions, of which only 33% of the recommendations were implemented, and a significant number of unrealized recommendations are repeated from year to year. In order for the results of the public audit process to be more effective, it is necessary to establish mechanisms for sanctioning institutions and individuals who do not implement the recommendations given by the Audit Office.

The CCI will continue to actively address this issue in the coming period, trying to identify, in cooperation with all stakeholders, space for improving the process, which would ultimately lead to more efficient spending of public funds.
